Zamfara State House of Assembly Embroiled in Crisis: Former Legislators Forum Condemns Disobedience to Rule of Law

A press conference held by the Former Legislators Forum of Zamfara State has brought to light a deepening crisis within the Zamfara State House of Assembly.


A text of the briefing by the forum, was signed by; Hon Yusuf Alhassan Kanoma, Hon Isah Abdulmumini, Hon Ibrahim Muhammad Kotarkoshi, Hon Ibrahim Abu Maru, Hon Dayyabu Rijiya, Hon Manir Gidan Jaja, Hon Aminu Abubakar Danjibga and Hon Muhammad Abubakar Gummi.


The forum condemned the flagrant disobedience to the rule of law by the current leadership of the House, led by Speaker Hon. Bilyaminu Ismail Moriki and Clerk Mahmud Aliyu.


At the heart of the crisis is the unjust suspension of eight members of the House in 2024, without following due process.


The affected members, representing Bakura, Maru North, Bungudu East, Gummi I, Bukkuyum West, Tsafe West, Mafara North, Kaura Namoda South, and Maradun I constituencies, were accused of violating unstated rules of the House while exercising their constitutional duties.


The suspended members include Hon. Ibrahim T Tukur, Hon. Nasiru Abdullahi, Bashir Sarkin Zango, Hon. Bashir Gummi, Hon Bashir Abubakar Masama, Hon. Amiru Keta, Hon. Shamsudeen Hassan Basko, Hon Jikan Shehu, and Hon. Faruku Musa Dosara.


Their salaries were stopped, and their entitlements were shared among the Principal Officers of the House, in contravention of existing Financial Instruction Rules of the State.


 This is in deliberate disobedience of laid-down Rules as provided in the Zamfara State House of Assembly Standing Orders of 2014 (as amended) including the caricatured new Rules passed in 2024 by the House.


The forum alleged that the suspended members were arraigned before Magistrate Court 1 Gusau on trumped-up charges, in violation of Section 36(1) of the 1999 Constitution and the Legislative Houses (Powers and Privileges) Act 2014.


This, they argued, is a direct strangulation of democracy and its principles of power separation.


The penalty for any contempt, if it may have been in place, is not more than 14 legislative days as provided by Standing Orders of the Hon. House, which is now over 350 days.


Despite efforts by influential personalities, including General Ali Gusau, and a committee headed by the SA Assembly matters Hon Shehu Ahmad Sarkin Fulani, to resolve the crisis, the leadership of the House has refused to budge.


The forum condemned the recent declaration of Hon. Aliyu Ango Kagara's seat vacant, describing it as a nullity and an attempt to open a new front in the crisis. They argued that the declaration was done in disobedience to Order X Rule 5 &6 of Zamfara State House of Assembly Standing Orders 2024 (as amended).


The Former Legislators Forum called on the leadership of the Zamfara State House of Assembly, the Executive Governor, and the political leadership of the PDP and APC to act in accordance with the provisions of the law.


They demanded compliance with the Standing Rules of the House and the 1999 Constitution, to promote the rule of law and equal justice.


The forum gave the House leadership a 14-day ultimatum to revert its "unholy decisions" or face the relevant authorities.


They warned that the karma of their actions would judge them after their tenure, and urged them to do what is right for the future of the state.


The forum concluded by stating that the Zamfara State House of Assembly is not a "theater of war" but a place for legislation and good governance, and that the current leadership should put the interest of the state above personal gain.


They also stated that Hon Bilyaminu ismail Moriki should know that, Zamfara State House of Assembly is not a THEATER OF WAR rather a place for legislations and good governance, putting in vivacity of the current occupiers of the Hon. House and all their act of strangulation of existing laws of the land.


 "karma will judge them after their tenure. they should do what is right for future to tell what they have done while in the possession of power. Sooner or later they shall be part of us.


"You are also by this given a grace of 14 days (2 weeks) to revert this unholy stand or face the relevant authorities,"the forum said.
