Katsina adopts financial management monitoring to ensure prudent spending

The Katsina State Government has introduced a financial management monitoring exercise to strengthen expenditure control, accountability and the effective utilisation of public funds.

The Commissioner for Finance, Alhaji Bello Kagara, disclosed this on Friday in Katsina while addressing supervisors and field officers for the first and second quarters of 2026.

Kagara said the Financial Management Monitoring and Evaluation (FMM) exercise would assess achievements and gaps in managing and utilising public funds across Ministries, Departments and Agencies (MDAs).

He said the initiative was necessary given the significant investments made by Gov. Dikko Radda’s administration in critical infrastructure and socio-economic development.

According to him, the exercise will evaluate existing financial management strategies and identify areas requiring improvement.

Kagara said the initiative would promote transparency, accountability, efficiency and compliance with financial rules and regulations.

He highlighted the growth in Internally Generated Revenue (IGR), saying it had increased by more than 350 per cent above the baseline inherited in 2023.

He said the exercise would assess financial management’s contribution to socio-economic development, identify staff training needs and recommend ways to improve service delivery.

The commissioner added that it would examine expenditure management, prompt payments and fund remittances to strengthen the state’s financial system.

He said fieldwork would take place from Oct. 12 to Oct. 14, while completed questionnaires would be retrieved from Oct. 15 to Oct. 17.

Also speaking, Dr Salisu Ladan-Sabuwa, Technical Adviser to Radda on Treasury Single Account (TSA), described the exercise as a fundamental public finance reform.

 

He said it was the first of its kind in the state and would enable the government to evaluate financial activities across its agencies.

Ladan-Sabuwa said the exercise would particularly examine the utilisation of billions of naira invested in infrastructure and public services.

He said it would establish whether funds allocated to road construction, healthcare and other sectors were being used for their intended purposes.

According to him, the findings would guide government decisions, improve MDA performance and encourage further investment in infrastructure and service delivery.

He urged supervisors and field officers to understand the questionnaires, guide respondents appropriately and ensure accurate responses.

Ladan-Sabuwa stressed that data quality would determine the reliability of the analysis and recommendations.

He urged participants to return all completed questionnaires to designated collation centres.
