AFCSC describes maritime environment as key to nation’s security, economic devt

 AVM Abubakar Liman, Commandant, Armed Forces Command and Staff College (AFCSC),  says the maritime domain remained critical to Nigeria’s economic development and security.

Liman said this at a seminar organised by the department of maritime warfare, for senior course 43, tagged ‘Law of the Sea’, at Jaji, on Tuesday, in Kaduna, and with the theme: “Combating Threats in Nigeria’s Maritime Environment through Effective Legal Framework’’.

The commandant, who was represented by the AFCSC Deputy Commandant, Rear-Adm. Monday Kohwo-Unurhiere, noted that protection of the maritime domain was paramount, and thus the need for the officers to be knowledgeable about the legal framework guiding  operations in the nation’s maritime environment.

“With this at the back of our minds, I make bold to say that this gathering is an opportunity to deliberate and suggest effective legal frameworks that can enhance ongoing efforts at combating threats in Nigeria’s maritime environment,’’ he said.

According to him, the outcome of the seminar will broaden the knowledge of officers and enable them contribute to national efforts at curbing illegalities in the maritime environment.

He urged the officers to leverage on the opportunity to advance their knowledge on legal framework guiding effective operation in the maritime environment.

Earlier, in his address of welcome, Commodore Saheed Adeshina, AFCSC Director of Maritime Warfare, said the maritime environment remained the country’s economic centre of gravity, stressing that the protection of the nation’s maritime space, from all forms of threats, was, therefore, of paramount concern to the Navy.

“The seminar has become an important item in the college’s calendar of events, as a veritable forum for capacity development on maritime law enforcement in Nigeria’s maritime environment,’’ he said.

He also said the seminar was also relevant, within the context of the Africa ‘Continental Free Trade Agreement’ (AfCFTA), which came into force on Jan.1, adding that as the AfCFTA boosts the volume of trade across the continent, it was likely to cause an increase in shipping traffic.

“Maritime law enforcement constitutes a critical component of Nigeria navy’s trinity of action for the protection of maritime environment from criminal infractions.

“A robust legal framework is thus needed, toward ensuring that illegal acts are criminalised and sanctioned appropriately.

“Achieving a safe and secured maritime environment will  no doubt contribute to improving national security and sustainable exploration of the resources in the sector,” Adeshina said. (NAN)

NDE flags off apprenticeship scheme for 460 trainees in Kaduna

 The National Directorate of Employment (NDE) on Thursday flagged off the Basic National Open Apprenticeship Scheme for 460 trainees in the 23 Local Government Areas of Kaduna State.



Mr Sani Maiwada, the state coordinator, said 20 people were selected from each local government and would learn various skill for three months.



“We are here for the orientation of 460 trainees who would learn skills like tailoring, carpentry, hair dressing, GSM repairs and catering, among others.



“The trainees are lucky to be selected to acquire skills, therefore, they should be serious, hardworking and persevere throughout the training”, he said.



Maiwada said that the training was free and it was important for a trainee to get 75 per cent attendance before he or she would enjoy any benefit that comes after the training.



He said that some participants would be trained in the three training centres of the states located at Zaria, Kafanchan and Kaduna, while others would be trained in the informal centres of LGAs.


According to him, participants will be given stipends, hence the need to  take their training seriously so that they can be self reliant and be employees of labour.


Earlier, the Acting Director General, Mr Abubakar Nuhu- Fikpo, who was represented by Mr Shittu Muhammad, said he was impressed with the activities carried out in the state, urging the trainees to be obedient to their trainers so as to learn effectively.


He said that they should also maintain the tools and equipment used in the learning process.


One of the beneficiaries, Muhammad Ya’u, on behalf of the trainees, commended the NDE for the programme and urged his fellow participants to be disciplined. (NAN)

NGO calls on Northern states on priority in training female health resource personnel

An Non Governmental Organisation, Population and Reproductive Health Initiative, has called on Northern states especially Kaduna  Government to give priority to training of female health resource personnel in order to close the gap that exists in the region.



 Punshak Watle- Matawal the programme administrator and   officer of Girls for Health (G4H) project made the call during a media  chat on the girls for health project executed by the NGO on Monday in Kaduna.




Matawal said alot of girls desire to pursue their dreams and aspirations but don't have the opportunities due to lack of securing admissions or getting married which made them stop half way as the husbands don't  allow them to continue.



He commended the Kaduna State government for taking a step to starting a foundation year program.


" If we don't have female health providers especially in the rural areas, they won't be able to open up and access health delivery because most of them will not want to be attended by a male provider.


The News Agency of Nigeria reports that the Girls for Health (G4H) project as the name implies is a project conceived to close the gap of  shortage of female human resources for health that exists in northern Nigeria.


The project is school-based, thereby being implemented in schools not at community level.



" The project started in 2016 in four states of Northern Nigeria (Kebbi, Sokoto,Jigawa and Kaduna and is supported by Bill and Melinda gates Foundation.


Matawal added that the project supported three cohorts of girls totalling 375( 125 per cohort) and  113 of cohort girls were already admitted into various institutions of higher learning.


" Out of the 375 beneficiaries,113 are already admitted into various institutions of higher learning", he said. 



" 42 were admitted into health related training institutions,22 into the university,28 into College of Education,10 in the polytechnic and 11 in other institutions.


" We selected five schools, one each from five LGAs in Kaduna State,we selected 25 girls from each school per cohort (total of 125 girls per cohort) and each state is led by the state team leader.


Matawal further said the selection of the beneficiaries were girls who were largely from poor background and from senior secondary school, class two. 


" We conducted baseline survey for the girls selected in order to ascertain their level of performance before intervention, conducted safe spaces for girls in order for them to acquire life skills, implemented vacation program and paid for WAEC and JAMB exams fees for the girls.


" We conducted inter- school debates and quiz for our project girls across the five schools,took them for excursion to hospitals where they learn from those practicing in the medical professional,bonded the girls with thier communities so they can give back at least two years of service to their communities after becoming trained health workers.


" We also conducted foundation science training to further groom them to be competitive during entrance exams or weeding exams and conducted end line survey to assess the impact of the project on students performance.


" With the support of the project, it help arouse zeal of parents to send their girls to schools as the girls have taken challenge to work hard and encourage their younger ones.


Matawal urge the girls not to give up but keep hope alive and work hard in order to accomplish their aspirations and also called on parents to give support to their girls to enable them achieve their aspirations of becoming health care providers.


He  called on development partners to continue the good work of supporting  the government with  special attention to training of female human resources for health.


" With this experience, we learnt that a project like this can be implemented at the community level too as the community leaders will be carried along from onset and more less advantaged girls will be reached", Matawal said. (NAN)
